Is posible to offset the background of a text with CSS/HTML? [closed]

I’m trying to style a text similar to the first one in the next picture:

Use an independent div could be an static solution but won’t be responsive, specially when the text is longer (more than one word) and wrap into two lines in smaller screens. I tried background-color, and I reached a similar result, but with that option I cannot do the background offset.
