Has CockroachDB implemented Row Level Security?

Regarding https://forum.cockroachlabs.com/t/row-level-security-with-multi-tenancy/1294/2 - I can't find anything in the docs whether it's been implemented in later versions.

Ideally, if anyone can confirm this has been implemented, and where the docs are, that would be great.

How to drop the all the 1's in a correlation matrix

I'm trying to change/eliminate the 1's that run diagonally in a correlation matrix so that when I take the average of the rows of the correlation matrix, the 1s don't affect the mean of each of the rows.
