Intellisense suggestion fails to add Reference to project [duplicate]

Reproduce by:

  1. Create new WPF (.Net framework 4.8) project.
  2. Type in MemoryCache and then Ctrl+.
  3. Click on using System.Runtime.Caching; (from System.Runtime.Caching)
  4. Stare at the following dialog until bored:

Searching for the question on a search engine and on Stack Overflow have returned nothing. So how do I fix this?

How to drop the all the 1's in a correlation matrix

I'm trying to change/eliminate the 1's that run diagonally in a correlation matrix so that when I take the average of the rows of the correlation matrix, the 1s don't affect the mean of each of the rows.
