Multiple nameserver on same domain pointing different servers

I am trying to setup 2 servers with multiple nameserver records of same domain.

Server 1

ns1.domain.com -> x.y.z.10
ns2.domain.com -> x.y.z.11

Server 2

ns3.domain.com -> x.y.z.20
ns4.domain.com -> x.y.z.21

I've created ns1 and ns2 and pointed them all fine. Server 1 is up. Server 1 also has account for domain.com other thans just ns records.

After that i've created ns3,ns4 hosts, created ns records under Server 2 but nothing comes up.

nslookup not resolving anything. I've never seen it takes more than 30 minutes but just in case i've waited for 4 days. Silly...

domain.com nameservers set for ns1. and ns2.

I think i can make them work with adding A record for ns3 and ns4 from Server 1 and routing them to server 2 but thats not what i want.

I want ns3 and ns4 work even Server 1 is down somehow.

What am i doing wrong ?
