Multiplicity of various commissions for the vulnerable sections of the society leads to problems of overlapping jurisdiction and duplication of functions. Is it better to merge all commissions into an umbrella Human Rights Commission? Argue your case.

  1. There are several human right commission to address the grivence of vulnerable section such as ncsc, NCST, now, etc but at times it is seen their power and jurisdictions is overlapping so the debate is going on to merge it or not.


    The reason why these should be merged :-
    1) overlapping of jurisdictions result into conflict of interest and it affects the enquiry of the issues.
    2)ncsc is a constitutional body works for SC and now is a statutory body works for women. So there is unequal power and jurisdictions to two different vulnerable section of the society.
    3)we have already scarcity of resources and infrastructure so creating more commission is like wasting of resources .
    4)when there is more grievances redresaal committee in actual there is no grievances addressed and no-one remains accountable for wrong doing.

    But on the contrary to this there are some drawbacks in merging.such as :-
    1)ncb is created as the ncsc was not equally sensitive towards the welfare of SCs.so we don't have any example to assert that merging would be worthy.
    2)merging Is against the gandhian principle of decentralisation and devolution of central authority.
    3)creating single human right commission there is no guarantee that the single commission would be equal sensitive to other matters Also.


    Instead of merging we can not for creating an online database to bring accountability and bringing convergence and collaboration between various commission to address the issue
